Accounts payable outsourcing services desk split between tasks moved out and tasks kept in-house

Accounts Payable Outsourcing Services: What Goes, What Stays

Quick Answer: Accounts payable outsourcing services hand supplier-bill processing to an outside desk, while the company keeps every decision that releases money. The desk records invoices, runs the indent-to-invoice match, keeps vendor ageing, checks input tax credit against GSTR-2B and prepares TDS workings. Vendor selection, rates, payment approval and release, and disputes stay in-house.

At a textile mill or a foundry, payables run from the stores indent to the bank file, touching GST credit, TDS and the MSME payment limit. The finance head's question is which steps accounts payable outsourcing services can run without the power to release money.

Which Accounts Payable Tasks Can an Outside Desk Take Over?

The processing work: recording, matching and reconciling supplier bills in the company's own books, under its approval rules, in four groups:

  • Document work: recording each invoice after matching five documents: indent, purchase order, goods receipt note (GRN), quality inspection report and invoice.
  • Ledger work: keying approved vendor master changes, bill-to-bill matching, creditors control accounts, and vendor statement and bank reconciliations.
  • Cash planning: vendor ageing by due date, a proposed payment plan and payment advices.
  • Statutory information: the monthly GSTR-2B comparison and the TDS working on each bill, handed to whoever files the returns.

What Stays With the Company in Accounts Payable Outsourcing?

Every decision that commits or releases money. Five things stay in-house:

  1. Vendor selection, including any change to a vendor's bank account.
  2. Rates and purchase orders, approved under the authority matrix.
  3. Acceptance of goods by stores and quality.
  4. Payment approval and release by authorised signatories.
  5. Disputes, debit notes and settlements.

This split is a segregation-of-duties control: whoever records a bill cannot also pay it. For an independent second check, a company can add payment assurance under a continuous assurance service, which checks payments against internal policy and for duplicates.

How Do GST Credit, TDS and the MSME Limit Shape the Payables Desk?

Input tax credit and GSTR-2B

The input tax credit conditions in section 16(2) of the CGST Act start with the invoice, receipt of the goods and the supplier's report of the invoice. Clause (ba) adds that the credit communicated under section 38 must not be restricted. The last two clauses need the tax paid to the Government and the company's own return filed.

GSTR-2B, the read-only statement of available input tax credit, is generated on the 14th of the following month for monthly filers, from suppliers' GSTR-1 filings.

If a bill, other than a reverse-charge supply, stays unpaid 180 days after the invoice date, the company pays back an amount equal to the credit, with interest. It can take the credit again once it pays the supplier.

TDS on vendor bills

TDS on contractor bills, rent, commission and other vendor payments now sits under section 393 of the Income-tax Act, 2025, by table item. It applies where the earlier of credit or payment falls on or after 1 April 2026. Tax is deposited by the 7th of the next month, and March deductions by 30 April for non-government deductors. Purchases of goods are covered too: a buyer whose turnover exceeded ₹10 crore in the preceding tax year deducts 0.1% on the amount by which purchases from a resident supplier exceed ₹50 lakh in the tax year, under section 393(1), Table Sl. No. 8(ii) (formerly section 194Q), unless another TDS or TCS provision already applies.

The 45-day limit for micro and small suppliers

Section 15 of the Micro, Small and Medium Enterprises Development Act, 2006 allows a written credit period of up to 45 days from acceptance or deemed acceptance of the goods or services. With no written agreement, the bill falls due within 15 days of acceptance or deemed acceptance. Section 16 then charges interest, compounded monthly, at three times the RBI bank rate.

Section 37 of the Income-tax Act, 2025 makes an amount owed beyond that limit deductible only in the tax year in which it is actually paid. The desk's Udyam tags on each supplier also feed the MSME disclosure in financial statements and the half-yearly MSME Form 1 return.

How Do Accounts Payable Outsourcing Services Run Month to Month?

On a fixed calendar, with the desk holding entry rights in the company's ERP:

  1. Daily: invoices recorded on arrival; match exceptions sent to purchase and stores.
  2. Weekly: ageing and a proposed payment list for approval.
  3. Before the 7th: the TDS working for the previous month.
  4. After the 14th: the GSTR-2B reconciliation and supplier follow-up.
  5. Month end: vendor, bank and control account reconciliations, open items to the CFO.

How is the work handed over?

Through a written procedure, a vendor master clean-up and one or two parallel cycles in which the in-house team checks the desk's output.

When Does Accounts Payable Outsourcing Make Sense for a Manufacturer?

When month-end slips on unmatched bills, one accountant holds all payables knowledge, GSTR-2B gaps surface only at year-end, or new plants add invoices faster than hiring can.

What does a company gain, and what does it risk?

It gains continuity through leave and attrition, a monthly statutory check and a clean line between recording and paying. It risks dependence on one provider, data access that must be limited and logged, and slower replies to suppliers.

Is automation software an alternative to outsourced accounts payable services?

It complements rather than replaces the desk. Capture and matching tools speed up routine bills, but someone still clears exceptions, chases GSTR-2B gaps and reconciles vendors.

How Should a Manufacturer Choose Accounts Payable Outsourcing Services?

By testing a provider's grip on manufacturing documents and Indian statutory checks, not its headcount. The options are an audit and consulting firm with an accounts outsourcing practice, a bookkeeping firm, a large outsourcing company or a freelance accountant. A company's own statutory auditor is excluded: section 144 of the Companies Act, 2013 bars it from book-keeping and outsourced financial services. Ask each for a sample scope table, its method for the five-way match and GSTR-2B reconciliation, and the system access it needs.

Frequently Asked Questions

What drives the cost of hiring accounts payable outsourcing companies?
Volume and data condition. Monthly invoice count, plants and GST registrations, active vendors, on-site or off-site staffing and the state of the vendor master all change the effort. Three plants sending paper bills take more work than one clean ERP.
Should the outside team hold rights to release payments?
No. It needs entry rights in the ERP and, at most, the right to prepare a bank upload file. Release should require two authorised signatories in the company's bank portal, so nobody outside the company can move funds.
What should the monthly payables report to the CFO contain?
Five items. The ageing, with overdue micro and small supplier bills shown separately; the GSTR-2B mismatch list; unreconciled vendor balances; open match exceptions by age; and bills nearing 180 days unpaid.
Does an outsourced desk replace internal audit of payables?
No. The desk is part of the process, so it cannot also be its independent reviewer. Internal audit still tests, on a sample of bills, whether approvals, matches and payment releases worked as the written SOP says.
