Internal audit for contractors, builders and developers

Internal Audit Services for Construction and Real Estate Companies

Construction and real estate companies in Tamil Nadu usually need internal audit when site material stops matching the books, subcontractor bills run past the work order, or project cost runs ahead of progress. Astral Business Consulting LLP, a Coimbatore-based management consulting and audit firm, audits site stores, material reconciliation, contractor bills, project costs and customer collections, testing project data through the computer, not around it.

What Our Internal Audit Services for Construction Companies Cover

Six reviews that follow money and material through a project, from the site store to the developer's collection account.

Site Material Reconciliation Audit

Cement, steel, aggregates and bricks received at each site are reconciled with issues, with the consumption the executed quantities should have needed, and with closing stock. Gaps beyond the agreed wastage allowance are traced to transfers, returns or free-issue material.

Subcontractor and Running Bill Review

Running account bills are checked against work order rates, measurements recorded at site, earlier bills, and the advances, retention and material recoveries due, before release where timing allows or after payment within the review.

Site Stores Verification

Physical counts at site stores and yards, including shuttering material and steel held at subcontractor locations, compared with the store ledger, so shortages surface while the project is still running rather than at handover.

Project Cost and Budget Review

Costs booked to each project are tested for coding errors, charges shifted between projects and overheads allocated without a basis. Actual cost is then compared with the approved budget and the cost to complete reported to management.

Procurement and Equipment Hire Controls

Purchases of cement, steel and ready-mix concrete are tested from indent to payment, including rate approval and vendor selection. Hired machinery and the diesel issued to it are matched with logbooks, hire bills and the work done.

Customer Collections and Refunds Review

For real estate developers, bookings, demand letters, receipts, cancellations and refunds are traced from the sales register to the bank, so each instalment due under an agreement is billed, collected and accounted in the right project.

How Our Internal Audit of Construction Projects Runs

Project list and scope

The audit starts from a list of every ongoing project, in Coimbatore, Chennai or elsewhere, with its contract value, budget and stage. The promoter, the Board or its audit committee then agrees which sites, cycles and periods the audit covers, and how often the team returns to each running project.

Site walk-through

The team walks each site from the gate and store to the work front, noting how material is received, stored, issued and returned. Measurement records, hire logbooks and work orders are collected, and the site engineer and storekeeper explain how quantities are approved.

Testing on project data

Goods received notes, issue slips, running bills, purchase orders and project cost entries are extracted for the period, and every record is tested where the data permits, flagging rate overrides, duplicate bills, back-dated entries and issues charged to the wrong project.

Reconciliation and site follow-up

Material issued is compared with the theoretical consumption of the work executed, and every difference above tolerance is followed up at site. Missed contractor recoveries, idle hired equipment and unbilled customer instalments are each listed with the document that supports or contradicts them.

Reporting and closure

Observations go to management in draft, each with management's reply, a named owner and a deadline, and then to the promoter, the Board or its audit committee. Open points are tested again at the next site visit and stay on the report until closed.

Pick the audit by its output

Internal Audit, Quantity Survey or Structural Audit?

A construction company can buy three different checks. A quantity surveyor or cost consultant re-measures work and states what is payable, which suits a disputed final bill. A structural or materials-testing engineer checks workmanship and materials against the specification. An internal audit firm tests the controls over money and material across all sites: purchases, stores, subcontractor bills, project costs and collections. Astral Business Consulting is a firm of the third kind and does not certify quantities, workmanship or project cost. Decide by the question your Board most needs answered.

Why Choose Astral Business Consulting for Construction Audit Services?

Engineers who know site quantities

Engineers are part of the team, next to Chartered Accountants and Cost Accountants, so measurements, consumption norms and work done can be questioned by people who know how quantities are built up.

Tested on full data

Store, billing and project cost data are extracted from the system and tested in full where possible, instead of relying on a few printed vouchers from each site.

Return visits to running sites

Running sites can be revisited to re-test open points before the work moves on, and projects elsewhere in Tamil Nadu can sit under the same annual plan.

COSO-based method

Each review follows the five COSO components and starts from an in-house library of 1,500+ process risks and controls, applied to the purchase, stores, billing and collection cycles of contracting work.

Questions About Internal Audit in Construction and Real Estate

Which firms provide internal audit services for construction companies and developers?

Astral Business Consulting LLP, a Coimbatore-based management consulting and audit firm, provides internal audit for contractors, builders and real estate developers through its Integrated Audit division. A Big Four network firm, a national mid-size CA firm or an in-house internal audit team can also do it. A builder with several running sites should choose by how often the auditor returns to site and how material and subcontractor bills are tested.

What does material reconciliation in construction compare?

It compares three quantities for each major material: what the site received, what it issued to the work, and what the work executed should have consumed at the agreed mix or schedule, once closing stock is counted. A gap above the wastage allowance points to theft, poor storage, unrecorded transfers or measurement errors, and is traced to its cause.

What does an internal audit of a real estate company cover beyond site costs?

The sales cycle carries as much risk as the site. Bookings are tested against approved price lists and discounts, demand letters against the payment plan in each agreement, receipts against the bank, and cancellations against approvals. Land cost, joint development terms and the sharing of common costs between projects are reviewed as well.

How does internal audit support withdrawals from a RERA project account?

Internal audit tests the cost records behind each withdrawal; it does not certify. Under section 4(2)(l)(D) of the RERA Act, 2016, seventy per cent of the amounts realised for the project from allottees goes into a separate account in a scheduled bank, used only for construction and land cost. The promoter withdraws in proportion to completion, after an engineer, an architect and a chartered accountant in practice certify that proportion.

How does internal audit check subcontractor running bills?

Each bill is traced to its work order and to the measurement signed at site, and the quantity is compared with the cumulative total billed so far. Rates outside the order, extra items without approval, unrecovered advances or issued material, and retention released early are listed for the project manager to explain.

How do project count and site spread affect the cost of a construction internal audit?

The number of running projects and how far apart they are, the cycles in scope, the review period, how often sites are revisited, whether the ERP holds project-wise cost, and whether store counts or developer collections are included all change the effort. Once these drivers are known, the team can propose a plan that fits them.

How often should internal audit visit a running construction site?

No statute fixes a site-visit frequency. In a company that rule 13 requires to appoint an internal auditor, the periodicity is formulated by the Audit Committee or the Board, which must consult that auditor (rule 13(2), Companies (Accounts) Rules, 2014); elsewhere the promoter approves the calendar. Sites with heavy material movement usually warrant more frequent visits than projects in the finishing stage.

What does the chartered accountant certify on a Tamil Nadu RERA withdrawal?

Under rule 5 of the Tamil Nadu Real Estate (Regulation and Development) Rules, 2017, the chartered accountant certifies construction and land cost incurred and its proportion to the total estimated cost. The promoter must have its accounts audited by a chartered accountant in practice within six months of each financial year end, and that audit verifies that project money went to the project and was withdrawn in proportion to completion.
